CHINA CALLS FOR MORE INVESTMENT IN RURAL INFRA PROJECTS
China’s Ministry of Agriculture and Rural Affairs will step up the implementation of a group of PPP projects in sectors including wastewater and waste treatment, according to guidelines published on Friday (10 July).
Investment growth in rural China has fallen sharply since last year, a decline that has been exacerbated by the COVID-19 pandemic, the ministry said in the guidelines.
To serve China’s rural revitalization strategy that Chinese president Xi Jinping proposed in 2017, the ministry now wants to accelerate the construction of logistics facilities for agricultural products, as well as add new agricultural parks and coastal fishing ports.
It also wants to speed up the building of more waste, water and wastewater treatment facilities, roads, electricity networks and roll out information technology infrastructure, including fixed and wireless broadband networks and artificial intelligence.The government will increase the use of local government bonds to invest in its rural revitalization projects and will leverage private money into key projects in the countryside, the guidelines stated.
Also on Friday, Hu Chunhua, a vice premier of China, said in a conference call that the country must mobilize private capital to help increase its investment in infrastructure to modernize rural China. He said new infrastructure should include roads, electricity, telecommunications and waste treatment.
