The word is going through the most rapid rate of technological change in history. Only those countries that need to catch up rapidly with the rest of the world are prepared to accept the new, MABR included. Countries with archaic or no formal infrastructural system like China, the Philippines and Cambodia are therefore the low fruits.
I really hope westernized countries do not wait till 2025. They need to make the studies and start the preparation now. In the meantime, stockrock's comments make a lot of sense.
