What seems to be happening is that Richard Irving is investing in Singapore as a partner hub for South East Asia.
The Singapore Water Association (as part of the International Water Association) is basically a collective of potential partners who play a role in the SE Asian water ecosystem.

This will be the 3rd Fluence SWA presentation this year, after presentations in Jan and June on MABR plants.
I don't think Fluence will strive to actually sell any plants in Singapore itself, but it is about getting meetings there with the financiers, planners and decision makers who have influence across China and SE Asia.
Singapore is a good choice as it is a financially advanced place to do business and meshes together both Eastern and Western principles, with English, Mandarin Chinese and Indian dialects all common. Also a China Belt & Road Initiative supporter.
Dr Wendy Tu seems to have just joined Fluence in the last month from another SWA member company in MattenPlant.

Seems like her background is mainland Chinese born who has studied (Bachelor of Engineering - Environmental Science and Engineering & PHD in Water & Environmental Engineering) and worked in Singapore for at least 16 years.
Matten has operations in Singapore, Malaysia, Indonesia, Thailand, Philippines and Indonesia so Dr Tu should have some contacts across those markets. Having a direct Mandarin speaker might be advantageous in liaising between potential customers and the China based MABR factory or sales team.
She just did a presentation at SWA in June, I'm not the biggest fan of her presentation style, but I'm generally not the biggest fan of most mainland born Chinese presenters, as the Mandarin really impacts on their English pronunciation. (I like the Singaporean born or Malaysian born accents, who also have Mandarin as a first language, but English is more prominent growing up so flows more naturally in presentations).
But hopefully her role as Business Director of Fluence South East Asia involves more than simply doing Zoom presentations and she is has some strengths in building business relationships outside of that.

With the success of the Cambodian SUBRE model, hopefully that will get some attention and Fluence can replicate those sorts of sales in other geographies.
Fluence have had Nirobox sales in Vietnam, Taiwan and the Philippines.
MABR sales in China, the Philippines and Cambodia (SUBRE).
So there is already a footprint to work with and discuss with other potential partners. SWA also holds some members who have worked with Fluence in those geographies. The decentralized model does really suit a lot of SE Asia, there is so much potential opportunity there.
At some stage once she has had a chance to settle in, @ywtoh might be able to go have a chat to her for us about what opportunities she sees for Fluence in the region, and what her specific role is in building up those opportunities.
