my guess would be there 'preferred candidate' has a requirement in their previous agreement that will require such a gap, often applicable here in Aust, not sure about the States etc. Very likely their US based.
Regarding your speculation that something grander is in the works, i've felt since the language pivoted away from China late last yr the strategy is now to line up an business acquisition in the US.
but...I can't see that happening yet... She's still many months away, we'd be seeing more action on the register if that was the case.
