In the week leading up to Brazil ALADYR, the sponsorships were updated to show the relevant government departments that were supporting it:

"We have daring targets for the next 15 years to improve our water supply and increase the collection and treatment of sewage. What we defend the most is the creation of a new legal framework for sanitation to bring the investments that the sector needs. This is around R $ 600 billion over the next 15 years, and public power does not have that investment capacity. So we have the support of the private sector to complement the investments needed and help improve our indicators. MP will allow us to have a more attractive business environment and greater legal certainty for investments in the sector, "said the secretary.
https://cacb.org.br/cacb-articula-reuniao-com-a-secretaria-especial-de-produtividade-emprego-e-competitividade/In his opening address, Carlos Da Costa stressed that the event marks the beginning of a new phase of work, focusing on some common goals: "to increase Brazilian productivity, which has unfortunately fallen in recent decades. Generate jobs. Make this social tragedy, with 26 million people unemployed, discouraged or underemployed, be solved once and for all. And make our economy more competitive. Free our companies from the bonds and iron balls that still make it difficult to generate value in our country, "he said.
The secretary goes on to say that "we must destroy the barriers to competitiveness in our country. The country needs to develop instincts that it once had, such as leadership and global innovation. We have a long way to go today to do what the English call 'catching up'. We stayed behind in several areas. But we have already been able to regain leadership in some sectors. We need to expand to the others. "
The secretary of Development of Industry, Commerce, Services and Innovation, Caio Megale, explained that the resumption of productivity and competitiveness are among the main economic agendas of the country. He stressed that one of the goals of his area is to maintain ongoing dialogue and dialogue with industry, trade, services and innovation. "We need to bring back the country's ability to grow," he said. The secretariat led by Megale will also have the mission of articulating within the government and with the National Congress. According to him, it is necessary to know the obstacles to economic growth and the changes that can be made in the policies, horizontally, to make the whole Brazilian economy more efficient. With this, it will be possible to unlock and unblock the economy and recover the investments.

It helps having a 20 year Fluence Argentina (Unitek) manager, also the VP of ALADYR plus on the board of the IDA (International Desalination Association). Fluence should always have knowledge of where the industry is heading, or where the business opportunities are.
One of the most interesting parts of ALADYR Brazil looks to be the PAD Program in Brazil for desalination:Fresh Water
The Water Sweet Program (PAD) is an action of the Federal Government, coordinated by the Ministry of the Environment in partnership with federal, state, municipal and civil society institutions, which aims to establish a permanent public policy of access to quality water for human consumption , incorporating technical, environmental and social care in the implementation, recovery and management of saline and saline water desalination systems. Launched in 2004, the PAD was conceived and developed in a participatory manner during 2003, bringing together social participation, environmental protection, institutional involvement and local community management.
Starting in 2011, the Água Doce Program assumed the goal of applying its methodology in the recovery, implementation and management of 1,200 desalination systems by 2018, with investments of around R $ 258 million, benefiting approximately 500 thousand people. To achieve this goal, 10 agreements were signed with the states of Alagoas, Bahia, Ceará, Maranhão, Minas Gerais, Paraíba, Pernambuco, Piauí, Sergipe and Rio Grande do Norte. The agreements are structured in three phases: 1. Technical, social and environmental diagnostics; 2. Recovery and implementation of desalination systems; and 3. Monitoring and maintenance of de-inking or recovery systems.
By reducing vulnerabilities with respect to access to water in the semi-arid region, the Água Doce Program is considered a measure of adaptation to climate change. Studies indicate that climatic variability in the region may increase, accentuating the occurrence of extreme events (more severe droughts) with direct consequences on water availability. Thus, initiatives such as the Água Doce Program, which promote the sustainable use of water, contribute to coping with the effects of climate change. It is an effort by the government to internalize such concerns by disseminating good practices for sustainable water use.
SUSTAINABLE DEVELOPMENT GOALS (ODS)
With the implementation of the Água Doce Program, the Ministry of the Environment, together with partner institutions, contributes to the Sustainable Development Objectives (ODS). ODS sets the global priorities and aspirations for 2030 and seeks to mobilize global efforts around a common set of goals and targets. They represent an unprecedented opportunity to eliminate extreme poverty and put the world on a sustainable path.
Among the Sustainable Development Objectives, we highlight ODS No. 6: Ensure availability and sustainable management of water and sanitation for all, which addresses, among several issues, universal and equitable access to drinking water, access to sanitation, elimination of eviction increasing water recycling and reuse, implementing integrated water resources management, and protecting water-related ecosystems such as forests, rivers, aquifers and lakes.
In this context, the Água Doce Program also responds to the Sustainable Development Objective # 1: End poverty in all its forms, everywhere with a view to multidimensional poverty analysis. Another ODS addressed is # 17: Strengthen the means of implementation and revitalize the global partnership for sustainable development.
BRAZILIAN SEMIÁRIDO
The Brazilian semi-arid region covers an area of 969,589.40 km² (11% of Brazilian territory), covering 9 states (AL, BA, CE, MG, PB, PE, PI, SE and RN), with 1,133 municipalities and 21 million inhabitants (12.3% of the country's population), of which 9 million live in rural areas. The scarcity of water in the region can be explained by the temporal and spatial variability of precipitation, high rates of evaporation and evapotranspiration, and by geological characteristics, where there is a predominance of crystalline rocks. These characteristics also explain the occurrence of brackish and saline waters in the region, which make it impossible to make these waters available for human consumption without adequate treatment.
To date, 3,145 communities have been diagnosed in 298 municipalities. Of the 1357 desalination systems, 700 works are already contracted, 482 works are already completed and 48 are in the implementation phase - in 170 municipalities in the Brazilian semiarid region.

Another interesting aside is the role of the Israel Trade & Investment Ministry in Brazil - whether they acknowledge Nirobox (Nirosoft) and MABR/SUBRE (Emefcy) to be Israeli technology and give Fluence support, or whether because of the strong role of Fluence Argentina/Unitek (EcoBox) and Fluence Brazil/Aquavit Fluence instead focuses on its strong South American roots when marketing this technology.
Israel Trade & Investment belongs to a network of more than 40 commercial offices located in major business centers around the world and is part of the Foreign Trade Department of the Israeli Ministry of Economy. We connect opportunities and develop successful cases between Israeli and Brazilian companies in various industries.
How we can help:
- Presentation of innovative Israeli technologies and business opportunities
- Search for specific technologies in Israel
- Organization of trade delegations to Israel
- Matchmaking and coordination of meetings at national & international fairs
- Information on the Israel- Mercosur and Importation Tax in force
We provide support to fulfill all needs for Israeli companies that wishes to penetrate the Brazilian market in all different sectors and industries. We assist businesses delegations coming to and from Israel, B2B meetings, market research, market advice, links to similar companies, exhibition fairs, etc.
Specialty: Promote business from Israel to Brazil
All together Brazil looks promising on both desalination and sewage treatment/reuse fronts, with the federal government willing to invest in both areas.
There could be plenty of opportunities for Peruvian style recurring revenue plants, especially with the Generate Capital funding. Although it seems that Fluence is putting their focus into introducing MABR across South America.
