Meeting background
Sewage discharge in villages and towns accounts for a high proportion of water pollution emissions in the country, and the potential for treatment needs is large. The wastewater discharge potential of treatable villages and towns is continuously improved with the maturity of technology. Overall, the actual sewage treatment rate in villages and towns is about 10%, with policies and markets. The dual guidance, the future of the village sewage treatment market is promising.

Following the “Water 10” and “13th Five-Year Plan” requirements, by 2020, after the newly completed 130,000 villages with comprehensive environmental improvement, the Water Pollution Prevention and Control Law (second revision) implemented in 2018 will be deepened from the national level. Support for rural sewage treatment (the state supports the construction of rural sewage and garbage treatment facilities, promotes the centralized treatment of rural sewage and garbage, prevents livestock and poultry farming, aquaculture, irrigation and other polluted water environments), and encourages the fundamental treatment of village and town sewage. The "Agricultural and Rural Pollution Control Action Plan" promulgated in November 2018 detailed the battle of agricultural and rural pollution control, demanding the promotion of rural domestic sewage treatment and ensuring the long-term operation of rural pollution control facilities, and further rectification.
