The delay you're quoting was an informed delay based on science. The TGA was waiting till vaccination rates hit a certain milestone before they granted the use of RAT. Once vaccination rates hit the desired milestone the risk of community transmission from a false negative on a RAT was a risk that could be absorbed by Australias broader health infrastructure.
