I think what he is talking about is government funding for their use and legislation to allow people to use them at home.
At the moment, only HIV and a handful of other conditions can be self-tested. All the rest requires a qualified doctor or similar to administer them.
It doesn't make sense you can breath test yourself for alcohol, or test yourself for HIV and not at least have pharmacists able to deliver Covid 19 testing.
