You are not 100% correct in intepreting the graph. There are 3 year marks. The spacing between 2010-2015 and 2015-2018 is consistent to their proportions. Only the 2005-2010 segment is shortened. That does not change the slope though because there is hardly any movement at that period, it was mostly flat. So you can stretch or compress that period the trend remains the same. The author compressed that period maybe due to publishing space considerations, not try to mislead.
