I think you may be incorrect with your assumption about China label sales.
my understanding of Tianmao is that it is a business direct sales to consumer ( similar to the diagou model but without the suitcases). My assumption would be is that its sales are counted as part of the CBEC sales which includes predominately English label and a small China label component.
maybe WilliamWu or others can confirm ?
