There are some things that could potentially change as a result of the current shortages, like the very stringent ingredient and labeling requirements, but others are more structural trade competition issues (such as 17% tarrifs on IF imports). The requirements are pretty silly, because as the article points out, many foreign (EU, NZ) brands are perceived by US consumers as high quality, and judging by the recent food safety issues with Abbott, I'd say they are probably right.
