Probably referencing the new China label.
I think alot of Chinese consumers weigh up whether to buy China label, or the cheaper English label and add lactoferrin themselves.
The new China label probably would come out around then and almost certainly would cost more than the old China label.
So in some ways it may drive demand for English label amongst those who want to DYI their own version by adding ingredients themselves.
