Buyback would be fine with me, the last one did not 'fail' because the main objective of a buyback is not to increase the SP. That can be an indirect benefit though, and throughout the BB period the SP did increase. However a buyback does not guarantee immunity from all future SP declines like you seem to think it should.
Buybacks can undo some of the dilution from capital raises and new shares that have been issued over the years. It provides a very small boost to EPS but if they were doing them more regularly there would be a beneficial compounding effect IMO. There's a much stronger case for BB now at the current SP level than there was for the last one.
I'd like to see each year's earnings reinvested through an annual buyback (which still leaves roughly $800M in cash untouched and currently earning interest - which is a whole 'nother story).
