Worked in grocery when I was much younger and yes there is enforcement. But only to a degree.Once a person leaves after purchasing, if they come back a bit later and want to buy more it is difficult to enforce.
It only works to a degree. But it does stop one person removing a whole shelf at once.
Personally if my kids were small and I needed to formula feed I would have an online order sorted so I didn’t have to worry about that.
