It's kind of a dumb policy IMO. Their birth rates are already lower than their restrictions and middle-high income countries always have the same population S curve. As incomes increase people tend to have motivations outside of having babies and additionally they have access to birth control. The birth rate stuff falls in the FUD category imo.
