if they really wanted to kill off CSG/fracking then they would have done it at the local level IMO.
It looks to me like they wanted to approve it but didn't want to wear the political fallout from the decision so they delays, extended and then encouraged Dart to refer it to the national level.
You never know with politics (NSW!!!) but I sense the politicians want the shale/csg industries to develop in Scotland.
They have very few advantages over the rest of Europe so they will take all the jobs they can get their hands on IMO.
Just speculating of course.
