The Napthine government is facing intense pressure to open the state to onshore gas exploration, with its hand-picked adviser warning of surging power prices and job losses triggered by looming domestic shortages.

With the issue threatening to divide the Coalition, Energy Minister Nicholas Kotsiras has given the strongest signal yet that the government could follow Queensland's lead and allow the industry to expand. On Wednesday night Mr Kotsiras told a mining conference that a balance between the interests of industry and rural communities could be struck, promising to embark on a ''road show'' through rural Victoria to explain the government's position.
