It is possible councils will oppose but still be granted, councils are not the decision makers here.

You need to read some boring detailed email exchanges, all posted on the DPEA website. Im waiting for details of meeting to be posted on there, that should be interesing. Possible that the outstanding issues will be dis-regarded by the reporters as councils failed to get joint statement in before meeting.

I'm confident this will get approved in the end.
