If you were building a $B factory you would certainly shop around & negotiate for the absolute best deal possible. A lot of the big Giga factories have been rumoured at a particular location for months prior to being official.
I think it’s very likely. They have invested in the Hamilton County Future Ready Institute &, their other anode facilities are in the city. + The city obviously want to win the project.
They stated, future site expansion is dependent on Riverside engineering being finalised Q1 24. So it’s going to be a few months.
