China being named as a FEOC is a given. Both sides of the house in Congress would blow up if they weren't. However, the US will still require most of their graphite to be imported from China for years. It just won't be IRA qualified. The question is, will the Chinese export it once named a FEOC.
Not all EV's produced in the US will be IRA qualified because of price. Mercedes opened up a new battery plant in Tuscaloosa, Alabama last year for their EV SUV manufacturing plant down the road. It will take a few years to ramp. However, selling IRA qualified graphite anodes to them would be a waste, especially when there is damn little to meet the needs of IRA qualified EV's. Even starting at 40%.
