It isn't a forever build. It's called deploying capital responsibly given the economic situation where capital isn't as free anymore. Why would they deploy 100% of capacity if customers are still locked into multi-year contracts with other suppliers?

They outlined the changes that they've decided to make a few years back, instead of being first to market they're going to scale based on customers demand, which would mean their capital lasts a lot longer.

Take a look at these other companies that I won't name that built out to full capacity and had 0 customers to sell to, spending over $300m and have generated 0 significant revenue when the full plant was "operational" for months/years.

And now with basically $0 left in the bank account you'd be making really bad deals just to bring in capital so the company doesn't go under.
