Well said mate. I don't agree with a full year delay though.
OEMs have had plenty of time to get organized an most have shown utter complacency. IMO, if the US are serious about a secure local supply chain, the tariff waiver should be removed asap AND the tariff should be increased at say 5% a year til it hits 50%. The IRA $ clearly wasn't a big enough carrot for more of the battery manufacturers to ween off Chinese anode fast, there needs to be a big stick now to get things moving. The stick and carrot approach is successful for many reasons, but both are clearly needed here.
The winners should be the ones who moved, or will move, the quickest. Panasonic for NVX, Tesla for SYR, potentially LGES also. ~$100 more for anode per EV battery, but you get $3750 thanks to the IRA... still a f***ing good deal any way you look at it.
