They have not said graphite is removed from FOEC rules until 2027.
They have said that you can apply for exemption. Exemptions will be assessed by the DOE and IRS. They must include plans and attestations from suppliers that show they will comply in 2027.
For NVX and others the DOE is aware of there situation and what they can do given finance and off takes.
put it this way if it’s mid 2025 or 2026 and a suppplier does not have a pretty iron clad plan for FOEC compliant supply they are likely to have there exemption yanked.
