Bit like what the Chinese have done with Lithium lately, uneconomically mine inferior lepidolite (at huge environmental cost) suppress price, invest in lithium resources at the bottom of cycle.
They did it with Iron ore back in the day, suspect they'll do the same here, only works for a short period of time....
