I am more bullish on the PE, I know that you are conservative with this because you are cautious.
I think NVX will deserve the 20 PE at least, because they are growing fast, and high growth stocks have high PE, even the 20 will be conservative imo.
Regarding the Tesla terafactory deal I am more conservative though, I think that that will remain just a dream. Tesla is so brutally vertically integrating everything, they will even go down until the mining in the supply chain.
