This is all very speculative but within the presentation slides,2022 -25 being phase 2 growth, shows that the production footprint would include Europe.
Beyond that there was some comments on a youtube video in early September from a chinese investor who is part of BMY group claiming some inside info.
While it could be just hot air, so far he was right about Jeff Dahn months before the announcement and the boxes seem to be getting ticked.
