They are. They plan for 150k TPA by 2030.
But it's an expensive scale up process so they need to be producing to do it. Addition of BB will bring total capacity to 10k TPA by 2023. Their business updates indicate that the following plant will take total capacity to 50k TPA by 2025.
Hence the reference to their modular approach to that last one which may initially only be 30k TPA. Finally, once they have a decent revenue stream and proven market demand and capitalisation they will be able to make the huge leap to produce that 150k TPA through cheap US funding loans etc.
