Sadly what is fascinating is that such rare earth deposits exist in numbers but the finance/industrial sectors allow such market manipulation to persist. As for just dumping HCl into the ground Geez these guys are troglodytes. This is a problem with authoritarian regimes I guess, they just do what they want and the people/environment suffer in silence.
