Maybe it's to support expansion in the UK? I think that additional line will need separate funding to what has already been planned. Also, if the cathode side seems to be viable, they may require additional funding again for that.
Another possibility is that they have identified a range of funding options through the US government and need to meet dollar for dollar - this part could be huge get an additional $100m through finance and another $100m from government - on top of the $200m in bank matched by government..... $600m to develop infrastructure would be huge.
