The first paragraph sums it up perfectly. No US company can supply the amount they need. Once we get this factory up and running, well even just close to open, the contracts from larger mobs will start coming in.
Which is why I think they went with KORE for the first 10k as the bigger players imo would have all been telling NVX that they will need to be able to supply x amount and it won't happen without the next factory. Hopefully they get it going soon.
