I think you will find that Dr Burns does not make business decisions independently; that is why they have assembled and extremely competent BOD.

Their decision to make use of Big Blue was based on a number of key factors of which would include access to existing infrastructure to lower costs; for example support high electricity requirements and transportation. Additionally, to ingratiate themselves with the community and governing bodies in the region to garner favorable terms - which they have: look into the taxation agreements they have.

I suspect that building a new facility on a new site would have been prohibited by cost and lack of good will.

I'd also suggest that it tied in with government loans ang grant as it was something they could achieve and demonstrate their ability to succeed lowering government investment risk.
