I think it is looking more and more likely now that they will do a cap raise. This is what I think:

It is a foregone conclusion that we need more funding to secure the US$150M grant funding (due to grant condition) in order to secure the DOE loan (due to loan condition). Prepayment being the most likely fund raising we'll get if we are to avoid share issue/cap raising. But no one is going to pour in 100s of millions without product qualification. And so far, no one knows if we actually sent anything to samsung for qualification or if we did (a year or so ago) and it takes so long just to cross the line, we would not be able to complete the qualification process in time for the loan if we are starting with a new customer.

Just my thought, happy to hear others.
