We can speculate all we like, fact is, if the next quarterly shows no new significant contracts and that we are definitely headed for cash flow positive at end of fiscal year, then share price will likely stay static. If it does not confirm cash flow +ve then the share price will dive. The current share price undervalues the company and is purely propped up by fundamentals(even then it's undervalued). The speculative component of the share price is zero. That's because of past poor performance.

The silence attributted to the fact that it MAY be contracts with Defence, is a consequence of having a business strategy focussed purely in one sector. This is why diversifying their business portfolio would have been a wise strategy. Any activity in any other sector seems to be some trailing mini-contract from when they were active in those sectors years ago. I have said before that they are running a very high risk strategy to only focus on Defence. That Defence sector is very fickle - you can be the golden haired boy one month and a nobody the next month. It's a question of whether they call pull it off - and to date, they haven't. It's a quetsion of how much longer is the mnarket prepared to give them before they start dumping.
