If the Commonwealth executes the 20% clawback, where does the extra 20% of shares go? I am assuming the 20% will go to the institutions IF the final price is over $2, as institutions have to fork out more per share than if they go to retail shareholders through the Broker Firm offer. Given that the government's objective is to maximise total proceeds from the float.
