Yes, State Governments, of all political persuasion, were complicit in their shameful raids on the State Instrumentalities' (as they were called)'piggy banks', otherwise known as financial reserves. The NSW State Government was particularly mendacious in this regard when it raided these so called hidden reserves (these particular reserves were given a special description, one that I can't recall).
