cerhob, what I'm saying is the fundies will bid over $2 to get their piece of the shares..
But at the end of the day, the government is the one who hold the final say to the price..
This has happened a few times with the past IPO that came out of private equity.. While the price is fully covered at the high end, the private equity generally drop it down a little bit to make sure the after market is good..
