My understanding is that the sale proceeds are to be used to build road and other productivity enhancing infrastructure and not to retire debt.
Given the federal debt, the government is looking to sell mature assets to be able to build needed infrastructure. It is capital recycling. As long as the future economic benefit of the new infrastructure is greater than the dividend forgone, it would appear sensible IMO.
