Im a little confused - you can put whatever dollar amount you like....
Eg $10,000

Then it gets scaled back and you get say $2,000 worth. You pay for the 10k upfront and then get the money back depending on how many shares you get allocated?

Seems weird, why not just do the payment after your allocated so you know ??
