At the start this was a good policy about making medicare more affordable to help reign in the budget deficit. Where it went wrong was when they announced it was to fund a $20 billion medical research fund. From that time on the government was sending a confusing message about reducing a budget deficit while increasing spending. It didn't make sense.
I liked the policy as it made people pay for a service from their hip pocket and they might value and respect the service they are getting a bit more. People here complain but I've been to third world countries where average wage is US$2.50 a day where people would be willing to pay this much to see such qualified doctors and without acting like the world was going to end.
People are always willing to pay for iPhones, iPads, alcohol, cigarettes etc but when it comes to their own health it seems the attitude is that paying a penny is a penny too much.
