what is the source of your claim that "The focus will be medical adequacy rather than effectiveness."
You state this as a fact, rather than your opinion
If you read the 2 consultation papers released in Sept 2015 by the Department of Health, you will see:
word "adequacy" appears 0 times
word "effectiveness" appears a total of 13 times
In simpler words: based on some factual analysis, your post appears to be total rubbish!
