I think the problem highlighted in your clip is not that there has been a dramatic decline in births, but that the honourable senator has some bits of paper which claim that there has been a dramatic decline in births.
In turn, the honourable minister attempts to point out, politely, and on more than one occasion during the clip, that the content of the material in the honourable senator's hand should be wiped with some intermittently perforated three-ply paper, and flushed.
If that particular senator were 5o years younger, we could dismiss him as an attention-seeking brat. Unfortunately, as part of what Paul Keating described as the 'unrepresentative scum', we actually have to listen to him for a while before ignoring him completely and moving on to things that matter.
