Always better to forecast the production MC in these circumstances. True value is rarely achieved by businesses which are not generating a profit yet. Goes both ways things can be overvalued prior to production due to hype, but usually they are significantly undervalued during this period. Most investors need to see things on paper in order for them to throw down the hard earned.
BTW - PFS and DFS NPV's are usually very conservative and based off old pricing schemes by the time they are actually put into use.
