Some already have broadband and smart phones that are downloading Game of Thrones and pornhub as we speak, while others will sign up elsewhere or not at all, so Meir's most accurate estimate was "somewhere between zero and three billion". He's not daydreaming about the SP or MC but making sure the project gets done because there will only be money if and when it's done.
