Who knows, but they clearly keep mopping up the weak holders. I actually think that they have been smart and deliberate accumulators for some time. Hains must be the largest shareholder by far now and there is nothing to suggest he has finished as he keeps stepping in and was there in the issue as well. Personally think this will explode when the permits roll in this year. The stock has been hollowed out and put away for many months now. Several valuations at a multiple of the current price also suggests some serious re-rating is coming our way. I have been in several stocks like this, they hardly trade and drop on tiny volume, but when the time is right, it goes very well indeed to play catch up. dyor
