Just found this. It is perhaps nothing as Mehdiabad is mentioned only once in the body of the text, and it is preceded by the word for zinc. The date however is none other than today, 6/4/08. The picture shows the lettering "SCO" on the flag, which perhaps is the flag of IMPASCO. The man in the photo perhaps is the Director of IMPASCO, our friend Mr Mohamadee?
There are numerous Persian Calendar converters on the internet so you can check 18th of Farvardin 1387 corresponds to today's date. Sorry can't help further with translation. Bought my beginner's colloquial Persian audio set yesterday, and am getting stuck into it. Regards.

P.S. The leap years in their calendar don't even match ours! They decide when to have one by astronomical observation from Teheran apparently.
