To tell you the truth I'm not really sure what the minimum plot size for sub-division on St Albans area is but I think it could very well be 300 like you said as the house right next door just sub-divided as have others in the street as well and the blocks are all about 800sqm roughly.
I actually live in Rowville but my partner is from St Albans so I'm not 100% familiar with the Council in that area and their regulations etc. I will be familiarising myself in the near future as we decide in about 12 months time whether we should move there myself though :)
No idea how you can find out about upcoming changes to zoning laws, I dont think this is possible or else everyone would buy up those areas etc :)
I love Chaddy a lot and will end up there no doubt in the future, just want to start off smaller to start with I think :)
