You have a point. The Bourbons and the Romanoffs wallowed in excesses and were too long and too late unknowing and unfeeling of the deprivations suffered by those over whom they ruled.
But what replaced these dynasties in their own nations and what replaced monarchies and oligarchies in so many places has been barbarous disorder and tyranny.
The French being such a cultured people sorted that out of course and returned to elegant rule.
