The link was only an example of funding. I found it interesting as several links are scattered throughout it. COP 21 & World Governments in particular was of interest. CWE are well ahead of a few of us on HC they have a deal on the board while we have just started talking about it. I am sure they are far ahead of any here on HC apart from MF on ideas on accessing funds.
With using CETO 5 foundations they are keeping their options open. I think your wrong to think it will be used to test for electrical operation. I think it would be only used to test the quick connection and disconnection method only nothing more.
Connect leave five or ten minutes disconnect.
Have been employed in heavy construction industry well over 40 years, dummy runs in safer conditions are common to train insulation crews prior to commencement of new procedures.
