Something that some people don't seem to appreciate about this situation is, even in a best case scenario, the reactors remain intact, this process of cooling and venting steam could be taking place for months, if not years, particuly in respect to reactor 3 with its mox fuel. That means the 20 km exclusion zone has to remain for that length of time, that is a lot of displaced people that can't go home, even if they still had a home. To me thats the tragedy, even if things don't get any worse.
