Fundamental 101...you need to stack ore on the heap leach and get it under irrigation to produce copper in solution to send to the plant. You cannot produce and sell copper sulphate if you have not leached the copper. The production targets mentioned require a sustained stacking rate of ore, acid addition in stacking, and obviously enough leachable oxide copper in the stacked ore.
At present, there is no published information which supports the ability to get the copper to the copper sulphate plant at rates to match quoted production targets. Once that is provided then you can make an assessment of whether it will become cash flow positive.
Historically the copper sulphate plant never was able to produce at the rates being quoted. The required upgrades are well understood, but there is no mention of carrying out this work, and it would be pointless until the heap leach is producing enough copper.
